Kathmandu : The Nepali government has taken a significant step by preparing its first Concept Paper on Artificial Intelligence (AI). This paper aims to establish a foundation for crafting policies and laws regarding the use and implementation of AI, addressing the absence of such regulations in the country despite the global advancements in AI technology.
The Ministry of Communications and Information Technology formed a technical committee, led by Joint Secretary Anil Kumar Dutta, to study and prepare this concept paper over a period of five months. Other members of the committee include Under-Secretary Narayan Timilsina, Information Technology Director Pabitra Dangol, and Dr. Baburam Dawadi from the Institute of Engineering, with computer engineer Surya Prakash Upadhyay serving as the member-secretary.
Formed on January 19, the committee has now submitted its report on the concept paper to the Ministry. The report recommends that the government should develop policies, laws, and procedures to facilitate the development, regulation, and ethical use of AI. It stresses the importance of addressing cybersecurity, data protection, and privacy concerns at a policy level.
The report proposes the formulation of a national AI policy, the creation of a strategy and framework for data protection, and the establishment of legal frameworks ensuring user privacy and data security in line with international standards. It also suggests promoting research, development, and the widespread use of AI through national initiatives and platforms.
Furthermore, the report emphasizes integrating AI-related information through a national portal, enhancing privacy protection, promoting transparency and accountability, and fostering collaboration and investment in AI technologies.
It urges various sectors to prioritize the integration of AI development and utilization into their policies, strategies, and programs to harness its potential effectively for national development.
