Kathmandu: Nepali Congress President Gagan Kumar Thapa has proposed limiting an individual’s tenure as prime minister to a maximum of two terms.
Presenting his political report at the party’s 15th General Convention on Sunday, Thapa proposed initiating a constitutional process to ensure that no individual can serve as prime minister for more than two terms.
The proposal seeks to introduce a term limit for the country’s top executive position, with the stated aim of preventing prolonged concentration of political power and leadership in one individual.
Thapa’s report also proposes a series of political, electoral and organisational reforms. Among them is a plan to provide voting rights to Nepalis living abroad and to explore electoral reforms, including the possibility of introducing a “none of the above” option.
The report further calls for a review of the Nepali Congress’s political and organisational performance across all seven provinces. It proposes making the party’s first “Samunnat Policy Paper” public and establishing a system to document contributions made by communities.
The report outlines a broader reform agenda covering political culture, governance, federalism, economic policy, youth participation and institutional accountability.
Thapa has also proposed greater transparency within the party, including regular financial audits and measures to address corruption allegations involving party leaders and members.
The political report is being presented as part of the Nepali Congress’s efforts to redefine its political and organisational direction at the 15th General Convention.
