President Bidya Devi Bhandari is addressing the joint meeting of the Federal Parliament today. President Bhandari is scheduled to address the joint session of the parliament at the Federal Parliament Building, New Baneshwar, at 3pm.
Regarding the President’s speech, Prime Minister Pushpa Kamal Dahal will table separate proposals in the House of Representatives and the National Assembly. After that, both Houses will pass the motion of thanks, according to Dasharath Dhamala, Assistant Spokesperson of the Federal Parliament Secretariat.
President Bhandari is addressing the joint meeting of both houses of the Federal Parliament today in accordance with the Article 95 of the Constitution of Nepal. Article 95 of the Constitution states that the President may address a meeting of any House of the Federal Parliament or a joint meeting of both Houses and call for the presence of members for that purpose.
Similarly, in sub-section 2 of the same article, there is a provision that “the President shall address the joint meeting of both the Houses of the Federal Parliament after the first session after the election of the House of Representatives and the first session of each year.”
The first session of the House of Representatives, which was formed after the election of the members of the House of Representatives and the members of the Provincial Assembly, which was held on November 20, is currently underway. There is tradition to invite the President to address the parliament in its first session.
Meanwhile, President Bhandari has organized a tea party at President’s Office Sheetal Niwas in honor of the newly elected MPs on Saturday at 3PM.
